There are only 2 lore ECM carriers, the Loki and the 3L.

So if we add an IS ECM heavy, then for balance lets give the Ice Ferret an ECM torso to act as a counter to the Cicada and them perhaps give the Gargoyle an ECM torso as well (Dire already has too much going for it and Gargoyle looks like it is going to need some love from the get go...ECM might even make it more useful than a Timber Wolf).

When the Hellbringer arrives, clans will have to choose between the TBR and the HBR.
ECM is not OP or anything, so clearly the choice is TBR... and you do not have to worry about the Hellbringer after everyone has mastered it.
